It never was included in the distributions, as far as I recall.
The author is Jocelyn Paine. His web site is here
    http://www.j-paine.org/

you may be able to get some information from the web site or by emailing
him.

As far as I know know he developed those programs when using poplog on a
Vax running VMS, for teaching AI in the psychology department in Oxford.
When they stopped teaching AI he lost access and has not done any work
on on popbeast or eden or poplog since then. If someone wanted to check
it out on linux poplog (which should not be difficult) he might be
willing to help.

If you get it all working and feel like sending me a tar file containing
the package I'll add it to this (with Jocelyn's permission)
    http://www.cs.bham.ac.uk/research/poplog/freepoplog.html

Incidentally some of the functionality that was in those packages is now
available via the SimAgent toolkit described here

    http://www.cs.bham.ac.uk/research/poplog/packages/simagent.html

with movie demos of some applications here
    http://www.cs.bham.ac.uk/research/poplog/figs/simagent/

Yet another option is the popbugs package by Chris Thornton at Sussex
university, here:
    http://www.cogs.susx.ac.uk/users/christ/popbugs/intro.html

It also includes a collection of demonstration movies.
